The economy centralized and under the total control of the communist regime was organized on the basis of five-year plans, that is, measures valid for a period of five years. The fulfilment of the production plan, regardless of the field, in four and a half years, was actually a slogan, not a reality, which wanted to mobilize people to work more in the same time unit and for the same wages.
