The piece is a particularly rare one, it represents the first official publication of the Communist Party, before the much better-known "Scînteia" which was published starting from August 1931. The copy was unlawfully hectographed and distributed secretly. The paper used is packaging paper. The articles are unsigned, as well as the illustration on the centre of the first page. The five-pointed red Soviet coat of arms is located on the upper left side and it has the letters PC (Communist Party) in the centre. The bulletin was edited by the main governing body of the party, the Central Committee. The conservation status is very good.
