King Carol II entrusted historian Nicolae Iorga with the formation of the government in April 1931. His proclamation to the country was announced as a large-sized poster. The lot is complemented by an official communication, dated and signed in manuscript, from the Police Headquarters of the city of Galati to one of the subordinate commissioners, which contains instructions on posting the proclamation.
