The photo shows Mihail G. Orleanu, Vasile G. Morțun, Spiru Haret, Grigore Crăiniceanu, Toma Stelian, Emil Costinescu, Alexandru Djuvara, Mihail Pherekyde and Ion I.C. Brătianu. A tense moment in the life of the Liberal leader occurred on December 8, 1909. The Prime Minister was the victim of an assassination attempt, having been shot by one Gheorghe Stoenescu, a worker of the C.F.R., while on his way home from the Senate meeting. Later, the perpetrator said he wanted to set an example to the political class by blaming the Prime Minister for the high cost of day-to-day living. Two weeks later, the "Orleanu Law" was passed, prohibiting the right to association and strike for state employees, but guaranteeing freedom of labour. Since the beginning of his first mandate, the Prime Minister has been advocating agrarian and electoral reforms and a revision of the Constitution. Brătianu proposed to the king to extend the right to vote by creating a single college, but Charles I declined. Faced with this situation, the Liberal leader resigned on December 28, 1910.
