The author of the letter, the son of Ion Heliade Rădulescu, highlights the activity undertaken by his father as regards "instruction" and the "prosperity of the nation". He suggests awarding a medal to eminent students in the last year of study. Until the medal was minted, these students were to receive books written by I.H. Rădulescu.
