"The Union of Democratic Priests" was an organization created in 1945, at the initiative of the Communist Party of Romania which aimed at regimenting Orthodox priests. It was led by the priest Constantin Burducea, who had joined the party to hide his past adherence to the legionary movement. Protected by Petre Constantinescu-Iași, Burducea fled to Italy through Yugoslavia and then to South America, when his legionary past was being uncovered after 1948. The piece in question represents the statute of the Union, which includes at article 3, letter i, the principle of strengthening ties with the USSR.
The regulation contains three stamped ex-libris of Mărășeasca, Vadu-Sărat commune, Prahova county.
