The medal was struck to mark the official visit of the mayor of Vienna, Karl Lueger, at the head of a delegation from the Viennese town hall, during the Jubilee Exhibition in Bucharest in 1906. Karl Lueger was received with great pomp by the Romanian authorities, including King Carol I.
