Pamfil Șeicaru (1894-1980) was a journalist and politician. He is considered the most important journalist during the interwar period. As an officer, he took part in the battles for the War for the Reunification of the People, distinguishing himself through deeds of arms at Mărășești, being decorated with the "Michael the Brave" Order (the highest military distinction in Romania). Pamfil Șeicaru built the monument of "Victory" in Mărășești, made by sculptor Oscar Han. After the war he founded the satire magazine Hiena, in 1919, in the pages of which he developed his polemicist talent. The magazines include articles related to the coronation of Alba Iulia, a caricature of Queen Marie, texts about Pantelimon Halippa (one of the most important militants for the union of Bessarabia with Romania), about the political activity at the time, and drawings by N. Tonitza.
