Constantin Stere (1865-1936) was one of the Romanian politicians and intellectuals who supported Romania's entry into the First World War alongside Germany and against Russia. The work, published in Bucharest in March 1918, represents a synthesis of this viewpoint. The publication of the book, as well as his entire attitude during the war, led to his arrest at the end of 1918 and trial on charges of collaborating with the enemy during the occupation of the southern part of Romania.
