The Organic Regulation was a fundamental law, modernizing certain institutions of Wallachia. It reorganized old public services and created new ones, determined their composition and competence, organized a body of permanent officials, established appointment, salary and retirement conditions, constituted the national militia, simplified and modernized the financial system, based on the rational conception of balancing expenditures and revenues, abolished function venality, formed a legislative assembly, introduced lifetime reign and regulated relationships between landlords and serfs. The fact that the provisions of the Regulation practically cover all areas of a state's life: central and local administration, judicial courts, organization of urban and rural life, tax system, labor relations, way of electing the Lord, etc., this regulation approaches the idea of a modern Constitution. It is only approaching, because its development method, although intended to be representative, expressed the will of a limited population segment. Also, the legal language, although evolved, still did not have the proper terms for a proper constitutional act. The involvement of the Protective Power has also limited the modern character of this act. Chapters such as The Election of the Lord, The Works of the General Assembly, The Organization of Finance, The Organization of the Ministry of Interior, commerce, health, justice, and education included between pages 1-197. The volume also includes "The Military Regulation for the Earth Militia of the Principality of Wallachia" between pages 1-56. Formatted in 4º, with elements of typographic decor, namely frontispieces and initials, decorated with floral elements. Cardboard binding, with a leather spine with five registers. The spine retains the imprint "Regulation" and the year "1832". It's preserved in good conditions.
