The Order of Cultural Merit is a decoration awarded for outstanding achievements in the field of culture. It was established in 1931 through Royal Decree no. 2680/1931. The insignia of the "Cultural Merit" order is a cross with equal arms, made of silver, enamelled in blue-violet. In the center, there is a metallic medallion that features the effigy of King Carol II, wearing a cap, and marginally, his name and his title, all inscribed in a laurel wreath. On the reverse, in the medallion surrounded by the laurel wreath, the motto of the decoration is written: "THROUGH CULTURE TO FREEDOM". The top three grades are surmounted by a royal crown and are gilded. The second class knight grade does not have a crown and is in the natural color of silver. The medal is circular, it has the sovereign's effigy and his title on the obverse, as well as the motto of the distinction, on the reverse. Since 1941, the obverse features the effigy of the new sovereign, King Michael I, with his head uncovered, otherwise, the decoration remains unchanged.
