The Ruling Council was the provisional governing body of Transylvania after its union with Romania on 1 December 1918. Made up of 15 members, the Council presented the Act of Union to King Ferdinand and the Romanian Parliament. Iuliu Maniu was one of the 15 Transylvanian Romanian politicians who composed the Ruling Council. The manuscript is written on a sheet of paper with the letterhead of this institution and bears the handwritten signature of the president of the Romanian National Party of Transylvania.
