The decoration was awarded on June 25, 1913 to Paul Capeleanu, lawyer and head of service in the Romanian Railways. The ribbon and rosette of the order are well preserved. The enamel on both sides is damaged, it can be restored. The certificate includes the dry stamp with the coat of arms of the Kingdom of Romania and the holographic signature of Titu Maiorescu in his capacity as Minister of Foreign Affairs.
