The work represents the first scientific synthesis dedicated to Dobrogea after the Berlin Peace Congress of 1878, which decided to annex Dobrogea by Romania. The author dedicates the work to King Carol I, honorary president of the Romanian Geographical Society, of which the author was also a member. The binding of the copy, marked by the passage of time, is of the epoch.
