The brass medal, made by the engraver Mauriciu Carniol, features the bust of King Carol I, facing right, dressed in the uniform of a marshal on the obverse, surrounded by his title and the motto of the house of Hohenzollern, Nihil sine Deo. The reverse captures the monument commemorated by the medal, erected in 1904 in honour of the soldiers participating in the Independence War, and the legend "Monument of heroes from Tulcea - The grateful country and Dobrogens".
