The piece is the draft of a manifesto against Romania's entry into the First World War on the side of Russia and its allies. The two political and opinion trends, one in favour of the Entente (France, Great Britain, Russia), the other in favour of the Central Powers (Germany, Austro-Hungary, the Ottoman Empire) clashed violently during the period of neutrality between 1914 and the summer of the year 1916. The document is written in black ink and probably represents the draft of an article published in the pro-German press from Bucharest.
