During the interwar period, the issue of the general recognition of scouts' participation in the First World War arose, which led to the establishment of a distinct association that advocated "for the rights of the heroes and for the fulfillment of the spiritual aspirations necessary for the country's progress". Thus, on July 18, 1928, the "War Scouts Association 1916-1919" was founded, which obtained legal personality on October 25 and was registered in the special register of legal persons on November 5, 1928. The first president of the association was Colonel Adjutant King Grigore Berindei (former president at the founding of the "Scouts of Romania" Association in 1914). The headquarters of the association was in Bucharest, on Brezoianu Street, no. 10. During the reign of King Carol II, the association initiated the issuance of a "war badge of the scouts" (with a miniature version), which was to be awarded through the National Defense Ministry.
