On September 26, 1940, Ilie Gârneață founded the "Legionnaire Aid", a charity organization that operated during the Legionnaire government, providing material support to poor families in the country through a network of canteens and popular restaurants. The movement's efforts to improve the living conditions of Romanians brought it great popularity, despite assassinations and atrocities against political opponents and members of the Jewish community in Romania.
