The document bears the letterhead of the Ministry of Religious Affairs and Public Instruction, is dated and handwritten signed by Grigore Tocilescu, then director of the aforementioned institution, in addition to his post as professor at the University of Bucharest. The document refers to the MCIP's decision to introduce lithographs with images from the War of Independence into Romanian schools to be displayed in classrooms.
