Constantin Vișoianu was born in Urlați commune, Prahova county, in February 1897. He came from a family of teachers. His studies at home and abroad may surprise those who are unaware of how many children from modest backgrounds, but intellectually gifted, have benefited from the scholarship system in the Kingdom of Romania. Both for schools in the country and in Europe. After studying at the Faculty of Letters and Philosophy in Bucharest, he obtained his doctorate in law in Paris. He became a lawyer, after which he was noticed by Nicolae Titulescu and promoted technical adviser to the League of Nations, expert at the Department for Languages and Nationalities in Geneva. From 1931 to 1933, Constantin Vișoianu was a member of Romania's permanent delegation to the League of Nations Conference on Disarmament, and later served as Romania's Extraordinary Envoy and Minister Plenipotentiary to The Hague (1933-1935) and Warsaw (1935-1936). Vișoianu also proved his talent as a publicist, being a fine foreign policy analyst. His comments appeared in "Viața Românească", "Prezentul", "Jurnalul", "Jurnalul de dimineață". During the war years he returned to the Bucharest bar, and in April 1944 he was commissioned by the Democratic Opposition, in agreement with the King, to conduct negotiations in Cairo for Romania's exit from the war. After August 23, 1944 he would go to Moscow for the signing of the armistice. Unfortunately, the delegation's mission was impossible: the armistice established Romania's status as a vassal. After the return of the delegation he served as Foreign Minister in the government of Constantin Sănătescu (November 4- December 6, 1944) and then in the government of Nicolae Rădescu, until February 28, 1945, when the general was forced by the Soviets to resign. After the imposition of the Groza government, which he refused to enter, Constantin Vișoianu left the country illegally and was sentenced in absentia to 15 years of forced labour. He was part of the first generation of political exile. In 1950 he was appointed by King Michael to the Romanian National Committee, and then, after the death of General Rădescu, he served for twenty years as President of the Romanian National Committee. In 1975, the US government, under pressure from Moscow, but also under the illusion of the Soviet policy of peaceful coexistence, "recommended" the liquidation of this Committee. He passed away in January 1994. He was an outstanding diplomat.
