The Organic Regulation of Wallachia was a foundational law that modernized state institutions. It reorganized old public services and created new ones, determined their composition and competence, organized a body of permanent officials, set conditions for appointment, salary, and retirement, established the national militia, simplified and modernized the financial system, based on the rational concept of balancing expenditure and revenue, abolished job venality, organized a Legislative Assembly. It also introduced the principle of electing the ruler and regulated the relationships between landlords and serfs. The fact that the provisions of the Regulation cover practically all areas of a state's life: central and local administration, judicial bodies, organization of urban and rural life, tax system, labor relations, the way of choosing the Ruler, etc., Approximates this regulation to the idea of ​​a modern Constitution. Also, the legal language, although it had evolved, did not yet have the appropriate terms for a constitutional act proper. The involvement of the protective Power, namely, the Russian Empire, also limited the modern character of the act. Chapters such as the Election of the Ruler, the Works of the General Assembly, the Organization of Finances, the organization of the Ministry of Interior, trade, the health system, justice, and education are worthy of mention. The volume also includes the following works: "The Military Regulation for the Land Militia of the Principality of Wallachia"; "The Customary General Assembly of 1831 and 1832" with the project regarding the duties of public officials; "The Customary General Assembly of 1832" refers to the organization of the City Councils; "Regulation of Public Schools in the Principality of Wallachia" refers to the organization of primary and secondary education; "The Works of the General Assembly of 1833" includes projects for the organization of the Orthodox Church. The connection is of the epoch, with a leather spine divided into six registers, mentioning the title: "Organic Regulation" and the mention "With the works of the general assembly 1831 and 1832 and 1833". The covers are made of cardboard. On the first white sheet, there is a handwritten note from 1846 with a memorial character.
